Is Individual Risk a Matter of National Security?
This keynote reflects on the legislative and other government responses to risk of harm after 7 years as an independent reviewer. It will cover what potentially harmful conduct belongs within the ‘core’ of national security and what is at or beyond its margins (e.g., violence-fixated individuals, radicalised children, hate attacks) and implications of this for risk understanding and management; whether the lessons of terrorist risk management can be applied to state threat offenders; and the dangers and opportunities of ever-emerging tech.

Frédérick Douzet is Professor of Geopolitics at the University of Paris 8 and director of the Center Geopolitics of the Datasphere (GEODE). She is a senior member of the Institut Universitaire de France and the Principal Investigator of ERC project DATAROUTES.
The Geopolitics of Internet Routes in the Age of AI
Artificial intelligence is often discussed through the lens of algorithms, computing power, and data. Yet one essential component remains largely overlooked: connectivity. As AI accelerates the digital transformation of our societies, it is also reshaping the strategic importance of the Internet’s underlying infrastructure. The routes through which data travels are becoming critical assets, creating new dependencies, new vulnerabilities, and new forms of power, including the power to control information.
Drawing on cutting-edge research from the ERC DATAROUTES project, this keynote explores how Internet routes have become a geopolitical battleground. It examines the growing tension between state efforts to control digital borders and the increasing concentration of global connectivity in the hands of a small number of private actors. These often invisible dynamics are transforming the architecture of the Internet and raising fundamental questions about resilience, sovereignty, security, and democratic governance.
